V8 SUPERCARS OPERATIONS MANUAL 2006 DIVISION “A” – ADMINISTRATION RULES A 1. PREAMBLE A 1.1 General 1.1.1 All matters pertaining to the conduct of V8 Supercar Meetings and the operation and recognition of V8 Supercars will, unless otherwise specifically stated, be regulated by the provisions of this V8 Supercars Operations Manual. 1.1.2 Any provision in this V8 Supercars Operations Manual will be subject to the general authority of the FIA and, in a case where any such provision is in direct conflict with

any rule of the FIA, the V8 Supercars Operations Manual provision will be subordinate to, and invalid only to the extent of any such conflict with, the rule of the FIA. 1.1.3 In the case of any conflict between these Rules and the provisions of any applicable regulations (however described) of any ASN, these Rules will prevail to the extent of any such conflict. A 1.2 Conduct of Meetings 1.2.1 The 2006 V8 Supercar Championship Series is a FIA Approved International Series. 1.2.2 All V8 Supercar Meetings will be conducted under the provisions of the International

Sporting Code of the FIA, any applicable National Competition Rules of CAMS which are not in conflict with these Rules, the provisions of the V8 Supercars Operations Manual, Supplementary Regulations, any Further Regulations, instructions and any Bulletins issued. 1.2.3 All 2006 V8 Supercar Championship Series Races will be listed in the 2006 FIA International Calendar. A 1.3 Commencement and Duration 1.3.1 The provisions of this V8 Supercars Operations Manual take effect on 1 January 2006

and will continue until specifically amended, rescinded or superseded by V8 Supercars. 1.3.2 Upon taking effect, these Rules will supersede and replace any previous Rules or regulations (however described) relating to V8 Supercars and Meetings. A 1.4 Variations Any update to the provisions of this V8 Supercars Operations Manual will take effect from the date of the document advising of such update, unless otherwise specified in such document. © V8 Supercars – 2006 Division “A”

INTERPRETATION & DEFINITIONS A 2.1 Interpretation In all the provisions of this V8 Supercars Operations Manual (“these Rules”), unless the context otherwise requires: 2.1.1 Reference to “these Rules” will include any amendment or variation of them. 2.1.2 The singular includes the plural and vice versa. 2.1.3 Words importing a gender include any gender. 2.1.4 A reference to any thing, including but not limited to any amount, is a reference to the

whole of it. 2.1.5 Headings are for convenience only and do not affect the interpretation of these Rules. 2.1.6 Unless stated to be otherwise, a reference to any amount of money is exclusive of the Goods and Services Tax defined in A New Tax System (Goods and Services Tax) Act 1999 which may apply to any such amounts. 2.1.7 Other than during the course of a Meeting, where a time limit expires on a Saturday, Sunday or such other day gazetted as a public holiday in the country, State or Territory

concerned, as a result of which a person required by these Rules to comply with a time limit is unable to so comply, the time limit will be deemed to be extended to the next working day after the day on which the time limit was to expire. A 2.2 Definitions ASN means a national automobile club or other national body recognised by the FIA as the sole holder of motor sporting authority in a country. Authorised Representative means the person as defined in Rule A8.2 AVESCO means the Australian Vee Eight Supercar Company Pty. Ltd.; and unless otherwise

indicated in the text of a Rule, all references in these Rules to AVESCO will be construed as references to the Chief Executive Officer (CEO) of AVESCO. AOM means the V8 Supercars Assistant Operations Manager. CAMS means the Confederation of Australian Motor Sport Ltd., the ASN for Australia. Car means a V8 Supercar, which are those motor racing automobiles conforming to the eligibility requirements in these Rules. Category means that class of racing automobile described as “V8 Supercars” consisting of

automobiles which conform to the eligibility requirements in these Rules. Circuit Race means a Competition held on a closed circuit between two or more cars running at the same time on the same course in which speed or the distance covered in a given time is the determining factor. Competing means participating in any Competition or any element of a Competition Competition means an event in which a Car takes part and which has a competitive nature or is given a competitive nature by the publication of results.

Competitor means any person or body accepted for any Meeting and necessarily holding a competitor’s Pass Book/Licence issued or authorised by their parent ASN. Control line means a line at the crossing of which a Car’s lap time is established. Court means the V8 Supercar National Court Of Appeal. Driver means a person driving a Car in any Meeting and necessarily holding an FIA driver’s licence issued by the driver’s parent ASN. DVS means the Fujitsu V8 Supercar Development Series, distinct from the VCS, comprising

a number of Meetings over a calendar year authorised by V8 Supercars and included in the CAMS national calendar. DOM means the Fujitsu V8 Supercar Development Series Operations Manager. Entry means a contract between a Competitor and the organising committee of a Meeting which compels the Competitor to take part in a Meeting in which the Competitor has accepted to compete, except in the case of duly established force majeure. © V8 Supercars – 2006 Division “A” Page A 3 FIA means the Federation Internationale de l’Automobile.

Finish line means the final control line. Investigation means an inquiry into the circumstances surrounding a possible breach of the Rules conducted by the Investigating and Prosecuting Officer in accordance with Rule A10.5 ISC means the International Sporting Code of the FIA. Judges of Fact means those officials who perform one or more of the following duties: (1) Finish Judges - to declare the order in which cars cross the finish line; (2) Noise Judges - to determine whether cars exceed the noise level for the Meeting;

(3) Pit Lane Speed Judges - to determine whether cars exceed the pit lane speed limit; and (4) Start Judges - to immediately indicate to the clerk of course or Race Director any breach of the start procedures which may have occurred. (5) Other Judges of Fact may be appointed in which case the facts to be judged will be included in the relevant Supplementary Regulations. (6) The decisions of Judges of Fact are final but such decisions will not in themselves constitute the official classification for a Competition because they have taken no

account of the conditions under which the competing Car/s have finished the course. (7) If any Judge of Fact considers that they have made a mistake they may correct it, subject to the correction being accepted by the Stewards. (8) Protests against decisions made by the judges of fact in the exercise of their duties will not be admitted. Mandatory Minimum Penalties means the table of penalties issued by V8 Supercars that contains details of the minimum penalties that may be applied by the Stewards and the Court

in the event of a breach of Rules Meeting (1) means an assembly of Competitors and officials and including one or more Competitions, and which includes the location of, days occupied by and all activities encompassing: administrative checking, briefings, scrutineering, practice sessions, qualifying sessions (however described) and Competitions; and (2) is deemed to have commenced from the time scheduled for the first activity of the Meeting; and (3) is deemed to have ended upon expiry of the later time of either;

(a) the time limit for protests or appeals or the end of any inquiries; or (b) the end of sporting checking and post-Competition scrutineering. MM means the V8 Supercars Media Manager. OM means the V8 Supercars Operations Manager. Parc Ferme means the place to which Competitors are obliged to bring their cars as provided in the Supplementary Regulations or as otherwise advised to Competitors. Participant means any person, body or corporation who is directly associated with a validly

entered Car and, without limitation, will include all Competitors – including Drivers, Car Owners, crew, Team members and associates including the holders of TEGA Teams Licences. Pass Book/Licence means the document issued by an ASN CAMS to each Competitor and/or driver to record licence details, penalties and any other information as may be required. Penalty means any of the sanctions contained in Rule B7 and the schedule of Mandatory Minimum Penalties which may be applied on Competitors, Drivers and members of a Team

in the event of a breach of Rules. Pit Bay means that area in the pit lane which is reserved for the temporary stopping of, and working on, a Car during a Meeting. © V8 Supercars – 2006 Division “A” Updated 17 March 2006 Page A 4 Pit garage means that area immediately adjacent, and usually at right angles, to the pit lane and which is reserved for the use of a Competitor for the parking and general maintenance of a Car when not on the race track or temporarily stationary in the pit bay.

Pit Lane means all of that road which provides access to and egress from the race track and in which the 40 km/h speed limit applies as indicated by the speed restriction sign at its beginning and the speed de-restriction sign at its end. Prescribed line unless otherwise specified in Supplementary Regulations, means a line, whether or not marked on the surface of the pit lane, which extends across the entry of each pit garage. Primary Driver means the Driver who is Entered to drive a Car at the first sprint round of a

Season. Race track means the sealed surface of a motor racing circuit, including all of the pit lane and pit bays. Rookie Driver means a Driver entered in his first year of competition in the VCS and has not competed in more than the Endurance Rounds and any one (1) Sprint Round in any prior year. Such Rookie status must be registered with V8 Supercars. Rookie Driver-DVS means a Driver entered in his first year of competition in the either the DVS or the VCS and who has never before competed as a Driver in a Round in either Series.

Such Rookie Driver status must be registered with V8 Supercars. Rules or these Rules means all the provisions of the V8 Supercars Operations Manual together with all Schedules and Appendices. Season means all of the Meetings within a calendar year. Starting (or Start) line means the line in relation to which the position of each Car is fixed prior to the start. Supplementary Regulations means the compulsory official documents issued by the promoters of Meetings with the object of setting out the details of a Meeting.

Team means the entity which has executed a Team’s Licence Agreement with TEGA, and also includes an entity that has entered into a sub-licence of a Teams Licence Agreement. Team Manager means the Authorised Representative as defined in Rule A8.2. Teams’ Licence Agreement (TLA) means the contract between TEGA and each Team that provides such Team with their racing entitlements and obligations. Testing means the activity defined in Rule D1.1.3. TEGA means Touring Car Entrants’ Group Australia Pty. Ltd. and unless otherwise indicated

in the text of a Rule, all references in these Rules to TEGA will be construed as references to the General Manager of TEGA. TEGA Parity Committee means the three person committee annually appointed by the TEGA Board who will undertake parity reviews. V8 Supercars means V8 Supercars Australia Pty. Ltd. (formally the Australian Vee Eight Supercar Company Pty Ltd); and unless otherwise indicated in the text of a Rule, all references in these Rules to V8 Supercars will be construed as references to the Chief

Executive Officer (CEO) of V8 Supercars. VCS means the V8 Supercar Championship Series, distinct from the DVS, comprising a number of Meetings over a calendar year authorised by V8 Supercars and included in the FIA international or CAMS national calendar. In addition to these definitions as specifically prescribed. The definitions included in the Teams Licence Agreement (TLA) shall be deemed to be incorporated in and form part of these Rules. © V8 Supercars – 2006 Division “A”

Page A 5 A 3. APPLICATION & VARIATION OF RULES A 3.1 Application These Rules apply to all Participants and Officials. A 3.2 Variation by V8 Supercars V8 Supercars reserves the right to vary or amend these Rules at any time and any such amendment or variation will be advised to Competitors in reasonable time according to the circumstances; unless at a Meeting the Stewards decide that an amendment or variation is required for reasons of safety or force majeure in which case the Stewards will issue such

amendment or variation by way of a Bulletin (see Rule A 7). A 3.3 Effect of Supplementary/Further Regulations In special circumstances, the effect of any of these Rules may be specifically excluded from operation at a particular Meeting by the Supplementary and/or Further Regulations. © V8 Supercars – 2006 Division “A” Page A 6 A 4. SUBMISSION TO RULES A 4.1 Every person to whom these Rules apply pursuant to Rule A 3.1 is deemed to have 4.1.1 acquainted themselves with these Rules; and

4.1.2 submitted themselves without reserve to the consequences resulting from these Rules; and 4.1.3 agreed they will not become a party to any suit at law or equity against the FIA, the relevant ASN, or V8 Supercars or TEGA (either individually, jointly or severally), or any officials of those organisations including the directors of TEGA and V8 Supercars, or any other person or entity (including but not necessarily limited to Competitors) subject to these Rules, until all remedies allowed by these Rules, the TLA Teams Licence

Agreement and any applicable regulations of the ASN, V8 Supercars or TEGA (however described) have been exhausted, save with the prior written permission of the FIA, the relevant ASN or V8 Supercars or TEGA as the case may be. A 4.2 A breach of Rule A 4.1.3 by any person or entity will automatically entail suspension of that person or entity from participating in any Meeting for all of that period in which any suit at law or equity is pending. A 4.3 Ignorance of these Rules provides no excuse from the observance of these Rules. If a

Car is found not to comply with any Rule it shall be no defence to claim that no performance advantage was obtained. A 4.4 Acknowledgment of, agreement with, and acceptance of, these Rules will be deemed to have occurred by the submission by a Competitor of a completed Entry/Registration form for any series or Meeting. A 4.5 Competitors will be responsible for ensuring that all persons associated with them comply with all the applicable provisions of the International Sporting CodeISC of the

FIA, any applicable provisions of the relevant ASN, these Rules, Supplementary Regulations, Further Regulations or instructions and any Bulletins issued. © V8 Supercars – 2006 Division “A” Page A 7 A 5. ENTRIES FOR MEETINGS A 5.1 Precondition All Competitors must have executed a TLA before submitting any Entry Form to V8 Supercars. The CAMS Competitor Name listed in the Entry Form must be identical to the entity name on the TLA for the Entry Form to be considered valid. A 5.2 Entry Form

5.2.1 All Competitors must submit to V8 Supercars a completed Entry Form for: 5.2.1.1 any series– before competing in their first Round of the series in a Season or by another date notified by V8 Supercars; and 5.2.1.2 any other Meeting – by the time and date notified in writing by V8 Supercars. 5.2.2 The Entry form for both the VCS and the DVS will only be required to be completed once each Season unless any detail contained in the original Entry Form is changed. 5.2.3 It is the responsibility of each Competitor to ensure that the information contained on

the Entry form is accurate and current, and to advise V8 Supercars of any changes of details which may occur throughout a Season. 5.2.4 The completion by a Competitor and submission to V8 Supercars, of a Control Tyre Order form (Rule D 17.2) will be confirmation by such Competitor of an Entry to a Meeting. 5.2.5 Solely as the result of the approval by TEGA of a change of Control of a Team and the subsequent completion of the Sale or Sub-licence of a TLA will it be permitted to

change the Competitor details of an Entry for a Meeting after such Entry has been confirmed by the submission to V8 Supercars of a Control Tyre Order form in accordance with Rule A5.2.4. A 5.3 Closing of Entries The Control Tyre Order Form (Rule D 17.2.1) will specify the closing date for entry of a Competitor in the Meeting to which the Tyre Order Form relates. A 5.4 Entry Containing False Statement Any Entry Form which contains a false statement will be considered to be null and void and

the Competitor may be referred to the Stewards. A 5.5 Refusal of Entry 5.5.1 V8 Supercars may refuse to accept any Entry Form or Control Tyre Order Form, subject to the terms of the TLA and or in the event that the Competitor owes either TEGA or V8 Supercars more that $5000 for any reason for a period of more than 30 days. 5.5.2 In the case of refusal of any Entry Form, V8 Supercars will notify the Competitor stating the grounds of such refusal: 5.5.2.1 if for a series, within seven (7) days of the receipt of the Entry Form by V8

Supercars; and 5.5.2.2 if for a single Meeting, within seven (7) days after the date upon which entries close. 5.5.3 Any refusal pursuant to this Rule is final and is not subject to appeal. A 5.6 Nomination and Change of Drivers 5.6.1 Supplementary Regulations for each Meeting will specify the dates and times for the closing of drivers’ nominations, which are exempt from compliance with Rules A 5.2 and A 5.3. © V8 Supercars – 2006 Division “A” Page A 8 5.6.2 If permitted by the Supplementary Regulations, a change of driver may be made, but

any application for such change made after the time set in the Supplementary Regulations can only be approved by the Stewards in exceptional circumstances. A 5.7 VCS Entry Criteria The criteria for Entry to a VCS Meeting and the qualifying cut-off for VCS events will be in accordance with the provisions of Schedule A4. A 5.8 V8 Supercar Development SeriesDVS Eligibility 5.8.1 The DVS is open to all Drivers except those who finished 15th or better in the preceding year’s VCS.

5.8.2 TLAs Teams owned or grouped with Level 1 or Level 2 Teams will only be permitted to compete in the DVS, with special permission from the TEGA Board and then only if they are intending to uphold the objectives of the DVS. 5.8.3 Any Driver who is competing in the DVS will be permitted to compete in a maximum of three (3) VCS Sprint rounds during the same season and still be eligible to compete in the DVS. 5.8.4 Any Driver who is competing in a VCS Endurance round will not be eligible to compete

at the same meeting in the DVS unless that Driver has competed in a minimum of 60% of the previous DVS rounds, or in exceptional circumstances at the discretion of TEGA. A 5.9 V8 Supercar Development SeriesDVS Entries in at VCS Rounds 5.9.1 Drivers in the DVS may be invited to Enter, subject to conditions, VCS rounds such as the Bathurst 1000 or other events as may be decided by the TEGA Board. © V8 Supercars – 2006 Division “A” Page A 9 A 6. SUPPLEMENTARY/FURTHER REGULATIONS

A 6.1 Authority Supplementary and/or Further Regulations (“Regulations”) are issued by the organisers of a Meeting. A 6.2 Variation by V8 Supercars After having been issued, the Regulations may be amended or varied at the absolute discretion of V8 Supercars, but following consultation with TEGA before, at or during a Meeting, subject only to: 6.2.1 the terms contained in the Entry Form; and 6.2.2. the Stewards being satisfied that there are no adverse safety implications. A 6.3 Variation by Stewards

After having been issued, the Regulations may also be amended or varied by a decision of the Stewards at or during a Meeting for reasons of force majeure or in the interests of safety. © V8 Supercars – 2006 Division “A” Page A 10 A 7. BULLETINS A 7.1 “Bulletin” which includes any Driver Briefing Notes or Instructions, means any written instruction issued to Participants during any Meeting, which must be signed or counter- signed by the Stewards. A 7.2 Unless otherwise stated in the document itself, a Bulletin will take effect from the time

of issue. A 7.3 Bulletins will be posted on the official notice board, the location of which will be set out in the Supplementary Regulations. A 7.4 A Bulletin will have effect regardless of whether or not: 7.4.1 copies are supplied to Participants; and/or 7.4.2 Participants have signed any receipt for copies of any Bulletin. © V8 Supercars – 2006 Division “A” Page A 11 A 8. RESPONSIBILITIES OF COMPETITORS A 8.1 General Responsibility The Competitor will be responsible for all acts or omissions on the part of their Drivers, Team

personnel and other Participants, but each of these will be equally responsible for any breach of these Rules. A 8.2 Authorised Representative 8.2.1 If a Competitor is unable to attend a Meeting in person or is a corporate body, a representative must be appointed and identified in writing to V8 Supercars as being authorised to act on behalf of the Competitor in all respects. 8.2.2 No change of Authorised Representative will be permitted after the commencement of Scrutineering for any Meeting until such time as the Meeting (including all judicial

matters and appeals arising from the Meeting involving such Competitor and personnel under the control of the Competitor) have been completed. The sole exception being in the case of force majeure. A 8.3 Presentation of a Car The presentation of a Car for scrutineering will be deemed an implicit statement of conformity with these Rules. A 8.4 Eligibility Competitors must ensure that their Car/s comply with the conditions of the eligibility Rules throughout the Meeting. A 8.5 Safety

Each Competitor is responsible for all safety aspects of the Team including; that Competitor’s Car/s, Team personnel, equipment, Pit Garage and visitors to its Pit Garage at all times. A 8.6 Driver’s Pass Book/Licence Competitors must ensure that all Drivers must be the holders of the relevant FIA competition licence issued or authorised by their parent ASN for any Meeting. A 8.7 CAMS Log Book 8.7.1 All Cars must have a current CAMS Log Book, which will serve as the primary form of

identification for a Car under these Rules. It must be delivered by each Competitor to the CTD prior to scrutineering taking place, and the Log Book will be returned to the Competitor at the completion of the Meeting, save in cases where a question relating to a Car’s eligibility has arisen. 8.7.2 All Cars must correspond with the description contained in the CAMS Log Book issued for that Car; and any variation may result in the Competitor being referred to the Stewards. 8.7.3 Should the relevant Log Book not be produced at a Meeting, the Car will not be

permitted to participate except upon the explicit authority of the Stewards, subject to whatever conditions they may impose. 8.7.4 Requirements 8.7.4.1 CAMS will issue all Log Books which must contain a description and specification of the Car to which it refers, together with such other information as may be required from time to time. 8.7.4.2 Only one Log Book will be issued for each Car (other than by way of extension or replacement), and the possession of two logbooks for any Car

at one time will be deemed an offence againstbreach of these Rules. © V8 Supercars – 2006 Division “A” Page A 12 8.7.4.3 Each Log Book will always remain the property of CAMS, and must be returned to CAMS upon request. 8.7.4.4 Any alteration to the specifications of a Car, or any change in its bona fide legal ownership, will necessarily involve the return of the Car’s Log Book to CAMS for the recording of each alteration or change. 8.7.4.5 Entries in CAMS Log Books may be made only by the CTD, the Chief

Scrutineer or his deputy, a Steward, or a permanent employee of CAMS. Such endorsements may be cancelled or noted as having been complied with, only by any of the above persons. 8.7.4.6 No Car for which a Log Book has been issued may compete in, or practice for, any Meeting until it has been inspected by the CTD and subsequently approved. 8.7.4.7 No Car may participate in any Test in accordance with Rule D1 unless the AOM has been advised in writing of the Log Book number of the Cars that

will participate in such a Test. 8.7.5 Any Car that has it’s CAMS Log Book altered by CAMS so that it is no longer a V8 Supercar shall not be re-Log Booked as a V8 Supercar without the prior approval of TEGA. A 8.8 TEGA Car Inspection 8.8.1 All Cars with a CAMS Log Book first issued after 1 January 2005 must be inspected by the CTD prior to being presented for Scrutineering at its first Meeting or participating in any TEGA / V8 Supercars authorised activity. 8.8.3 This inspection will usually take place in the Team’s workshop and all costs incurred

by TEGA to carry out this inspection must be met by the relevant Competitor. 8.8.4 The CTD must be advised at least two (2) weeks prior to the scheduled completion date of a new Car to arrange the inspection. © V8 Supercars – 2006 Division “A” Page A 13 A 9. MEETINGS GENERALLY A 9.1 Calendar of Meetings The calendar for all Meetings, which may be subject to change in the case of force majeure, is set out in Schedule A 1. A 9.2 Format of Meetings Unless otherwise stated in Supplementary Regulations, the format of each Meeting is:

9.2.1 for the VCS, contained in Schedule A 2; and 9.2.2 for the DVS, contained in Schedule A 3. A 9.3 Tickets and Passes 9.3.1 V8 Supercars will be responsible for the issuing of all personnel accreditation to all Meetings. 9.3.2 Each Competitor must complete the V8 Supercars “Accreditation Application Form” for the issue of a V8 Supercars pass or Meeting admission ticket for all personnel accompanying the Competitor to a Meeting. 9.3.3 Each person issued with a V8 Supercars pass or Meeting admission ticket must abide

by the terms and conditions set out in the V8 Supercars “Accreditation Application Form”. 9.3.4 Acceptance by any person of a V8 Supercars pass or Meeting admission ticket is an acknowledgment by that person that such person has read, understood and will abide by the terms and conditions of the V8 Supercars pass or Meeting admission ticket. 9.3.5 V8 Supercars will coordinate the purchase of additional Meeting tickets with the promoters or organiser of a Meeting. 9.3.6 Promoters and organisers will recognise V8 Supercars passes and car passes

(however designated) issued by V8 Supercars for use at Meetings, and the names of people to whom passes have been issued will be made available to organisers and, if required, to the ASN in order that adequate security and insurance can be maintained. 9.3.7 All passes issued by V8 Supercars remain the property of V8 Supercars and may be withdrawn at any time. 9.3.8 The lanyard issued by V8 Supercars together with any V8 Supercars “hard card” pass is regarded as an integral part of the overall V8 Supercars accreditation, and any other

lanyard worn with an V8 Supercars “hard card” pass will invalidate the V8 Supercars accreditation and will consequently not entitle the wearer access to either the circuit or to restricted areas. A 9.4 Motor Sport is Dangerous 9.4.1 All people are only admitted to a Meeting subject to the warning and the conditions set out in Rule A 9.4.2. 9.4.2 Each pass or ticket or other credential is issued subject to the warning and the conditions set out below, whether or not the text of the warning and conditions are

printed on, or annexed to, the pass or ticket itself. In exchange for being able to attend or participate in the event (including entering the event), you agree: • to release Confederation of Australian Motor Sport Ltd (“CAMS”) and Australian Motor Sport Commission Ltd, Australian Vee-Eight Supercar CompanyV8 Supercars Australia Pty Limited, TouringCar Entrants Group Australia Pty Limited, promoters, sponsor organisations, land owners and lessees, organisers of the event, their respective servants, officials, representatives and agents

(collectively, the "Associated Entities") from all liability for my death, personal © V8 Supercars – 2006 Division “A” Page A 14 injury (including burns), psychological trauma, loss or damage (including property damage) ("harm") howsoever arising from my participation in or attendance at the event, except to the extent prohibited by law; • that CAMS and the Associated Entities do not make any warranty, implied or express, that the event services will be provided with due care and skill or that

any materials provided in connection with the services will be fit for the purpose for which they are supplied; and • to attend or participate in the event at my own risk. You acknowledge that: • the risks associated with attending or participating in the event include the risk that you may suffer harm as a result of: • motor vehicles (or parts of them) colliding with other motor vehicles, persons or property; • acts of violence and other harmful acts (whether intentional or inadvertent)

committed by persons attending or participating in the event; and • the failure or unsuitability of facilities (including grand-stands, fences and guard rails) to ensure the safety of persons or property at the event. • motor sport is dangerous and that accidents causing harm can and do happen and may happen to you. You accept the conditions of, and acknowledge the risks arising from, attending or participating in the event and being provided with the event services by CAMS and the

Associated Entities. You understand that this disclaimer is not intended to exclude any valid claim you may have under the CAMS Personal Insurance Scheme. © V8 Supercars – 2006 Division “A” Page A 15 A 10 PERMANENT OFFICIALS 10.1 All permanent officials must be impartial in all their duties and must have no connection with any particular trader’s or manufacturer’s business which might benefit directly or indirectly from the result of any Meeting. 10.2 The following persons, appointed as permanent officials, will be identified in the

Supplementary Regulations. A 10.1 Stewards 10.1.1 The Stewards of the Meeting are the supreme authority at any Meeting. At all Meetings there will be three (3) Stewards who will be selected from a panel appointed annually by CAMS in consultation with V8 Supercars. The Stewards will have extended powers to deal with any matters that arise between Meetings in accordance with these Rules. 10.1.2 Duties of the Stewards 10.1.2.1 As a general rule, Stewards will not be in any way responsible for the

organisation of a Meeting and will not have any executive duties in connection with a Meeting. 10.1.2.2 In carrying out their duties, Stewards do not incur any responsibility except to the ASN. 10.1.2.3 The Stewards must sign and send to the ASN a closing report as soon as practicable after the close of any Meeting, which report will: (a) advise of the results of - all disputes, protests and references; (b) contain all penalties imposed including any exclusions that have been made;

(c) contain any recommendations as to decisions which may have to be taken for a suspension or a disqualification; (d) contain any observations regarding the conduct of a Meeting; (e) be accompanied by any Notice of Appeal lodged; and (f) be lodged with the ASN as soon as practicable. 10.1.3 Authority of the Stewards 10.1.3.1 Stewards have the supreme authority for the enforcement of the ISC, of any applicable national regulations, of these Rules, of Supplementary or Further Regulations, instructions and Bulletins.

10.1.3.2 Stewards will settle any claim which is brought before them in accordance with these Rules, subject to the right of appeal provided in the ISC and in Rule B 5.1. 10.1.3.3 Stewards will decide what penalty to enforce in the event of a breach of any regulations (however described) and may impose penalties. 10.1.3.4 Stewards may approve amendments to Supplementary/Further Regulations. 10.1.3.5 Stewards may alter the composition or the number of races at a Meeting. 10.1.3.6

Stewards may authorise a change of drivers. 10.1.3.7 Stewards may accept or refuse any correction proposed by a Judge of Fact. 10.1.3.8 Stewards may amend the classification. 10.1.3.9 Stewards may prohibit from competing any driver or any Car, which they consider, or which is reported to them by the IPO or the CTD, as being dangerous. 10.1.3.10 Stewards may exclude from any one Competition or for the duration of the Meeting any Competitor whom they consider, or who is reported to them

by the IPO as being ineligible to take part, or whom Stewards consider as being guilty of improper conduct or unfair practice. © V8 Supercars – 2006 Division “A” Page A 16 10.1.3.811 Stewards may order the removal from the course and its precincts any Competitor, Driver or Participant who refuses to obey the order of a responsible official. 10.1.3.12 Stewards may postpone a Competition in the event of force majeure or for serious safety reasons. 10.1.3.13 Stewards may modify the program as to the position of the starting and

finishing lines, or in any other manner, if requested to do so by the Race Director, the OM, the clerk of course or the organiser in the interests of competitor and public safety. 10.1.3.14 In the event of the absence of one or more of the Stewards, the remaining Steward/s may appoint one or more substitutes as required, especially as the presence of three (3) Stewards is indispensable. 10.1.3.15 Stewards may take the decision to stop a race. 10.1.4 Stewards are vested with a general power and authority to:

10.1.4.1 act in accordance with, and carry out duties as specified in these Rules and other regulations (however described); 10.1.4.2 enforce compliance with all the Rules and other regulations (however described); 10.1.4.3 pursuant to these Rules or in exceptional circumstances vary these Rules and any other regulations (however described) for reasons of safety or in the event of force majeure; 10.1.4.4 conduct all Hearings into any matter pursuant to Division “B” of these Rules, or which may be referred to them by the IPOInvestigating and

Prosecuting Officer. 10.1.4.5 if necessary, refer matters of a technically complex nature to the CTD Category Technical Panel; 10.1.4.6 perform any other function or duty prescribed in regulations (however described); 10.1.4.7 after each Meeting furnish the Stewards’ Report to the relevant ASN; 10.1.4.8 review any event or matter not provided for in these Rules, or any other regulations (however described) which will be considered by the Stewards who, after consultation with V8 Supercars, have the power to decide the

event or matters. A 10.2 Race Director 10.2.1 Will be a suitably qualified person appointed by V8 Supercars and acceptable to CAMS whose responsibilities are to maintain continuity of sporting activity management at Meetings. 10.2.2 Will act in accordance with the ISC, and these Rules, any applicable regulations of the relevant ASN, Supplementary and/or Further Regulations. 10.2.3 Will work in consultation with the clerk of course as appropriate; 10.2.4 Subject to Rule A10.1.3 will have overriding authority in the following matters

and the clerk of the course may give orders in respect of them only with his express agreement: 10.2.4.1 control of the Competition; adherence to the timetable and if necessary, making any proposal to the Stewards to modify the timetable in accordance with the Rules; 10.2.4.2 the stopping of any Car or Driver pursuant to the Rules; 10.2.4.3 the stopping of any practice, qualifying session or any race in accordance with these Rules if deemed unsafe to continue; and ensuring that the

correct restart procedure is carried out; 10.2.4.4 the starting procedures contained in the Rules; © V8 Supercars – 2006 Division “A” Page A 17 10.2.4.5 the use of the Safety Car pursuant to the Rules; and 10.2.4.6 impose Pit Lane Penalties (“PLPs”) at the direction of the Stewards. A 10.3 Category Technical Director (“CTD”) Will be appointed by TEGA and shall be empowered as follows: 10.3.1 The CTD: 10.3.1.1 will manage all the technical aspects of the Category subject to the

directions of TEGA; 10.3.1.2 will be responsible for scrutineering and will have full authority over the Chief Scrutineer and the other Scrutineers; and 10.3.1.3 is declared to have non-protestable powers to determine any safety- related matter concerning the Cars and associated equipment (including but not limited to Drivers’ apparel) at a Meeting. 10.3.2 Other than matters relating to safety, subject to Rule A 10.3.3 and any other specific Rule to the contrary, decisions of the CTD on technical matters will be

capable of being protested or appealed in the normal way pursuant to these Rules. 10.3.3 At the CTD’s discretion, technically complex issues may be referred for determination through the IPO to the Stewards at a Meeting. 10.3.4 With the approval of TEGA the CTD may appoint assistants (“nominees”): 10.3.4.1 who will be directly responsible to him, and 10.3.4.2 who may be delegated by the CTD to undertake tasks for which the CTD will be responsible; and 10.3.4.3 references to the CTD in these Rules will automatically include such

nominees duly appointed by the CTD. A 10.4 Driving Standards Observer (“DSO”) Will be appointed by V8 Supercars and shall be empowered as follows: 10.4.1 The DSO will be appointed to a series or a Meeting as required. 10.4.2 At Meetings, the DSO will: 10.4.2.1 observe the manner in which Drivers conduct Cars while on the race track for the purpose of ensuring adherence to the Rules; 10.4.2.2 have free access to any Participant for the purpose of obtaining any information concerning any incident on the race track;

10.4.2.3 liaise with the IPO regarding penalties; 10.4.2.4 consult with any official for the purposes of fulfilling these duties; and 10.4.2.5 may assist the IPO and/or the Stewards in any matter at their discretion but will not have any vote on any matter the subject of Hearing before the Stewards. A 10.5 Investigating and Prosecuting Officer (“IPO”) Shall be appointed by V8 Supercars in consultation with CAMS and shall be empowered as follows: 10.5.1 The IPO will investigate all matters which may become the subject of a

Stewards Hearing including all matters referred to him by; the Race Director, Clerk of Course, the DSO, the CTD, TEGA, V8 Supercars, the OM, DOM or any authorised official. 10.5.2 The IPO will: 10.5.2.1 act at all times in accordance with the Rules 10.5.2.2 work in consultation with the Officials to ensure that the Rules are applied correctly, fairly and consistently © V8 Supercars – 2006 Division “A” Page A 18 10.5.2.3 conduct all preliminary investigations and determine those matters that

should be brought before the Stewards for a Hearing, including the review of all: • Relevant video images (including those from In-car cameras, and the commercial television production) • Race Director reports • DSO reports • CTD reports • Officials reports • Team requests for incident review • Official requests for incident review 10.5.2.4 determine whether a matter should be referred to the Stewards for a Hearing and appear if need be at the Hearing to present evidence and

submissions relevant to the investigation conducted by the IPO and to the Hearing. 10.5.2.6 Prosecute all matters which he refers to the Stewards 10.5.2.7 make submissions on the matter of penalty (in accordance with these Rules) when the Stewards as a result a Hearing have determined that a penalty should be applied. 10.5.3 In the absence (for whatever reason) of the IPO from a Meeting, the responsibilities detailed in Rule A10.5 will be assumed by the Race Director or a person appointed by V8 Supercars.

A 10.6 Category Technical Panel 10.6.1 The members of the Category Technical Panel will be appointed annually by V8 Supercars. 10.6.2 The Category Technical Panel will comprise of not less than three (3) members, each of whom must be impartial in all their duties and must have no connection with any particular trader’s or manufacturer’s business which might benefit directly or indirectly from the result of any Meeting. © V8 Supercars – 2006 Division “A” Updated 22 June 2006
